Building Regulations Approved Document L Conservation of Fuel and Power

From 1st April 2002 the Building Regulations Approved Document L requires that householders install more energy efficient options if they are replacing windows, central heating boilers and controls or hot water cylinders. Until now Building Regulations have only affected extensions to existing homes and new homes. Now changes to exisiting homes are being affected by the Regulations. There is a need to reduce energy loss from homes to meet increasingly stringent national and global energy saving targets. The government have pledged to work towards cutting the CO2 emissions considerably.

The Building Regulations deal with the minimum standards for buildings. The Regulations contain requirements that are designed to ensure the health, safety and welfare of people in and araound buildings and to provide for energy conservation. The Regulations ensure that the work is carried out to minimum health and safety standards.

The Building Regualtions can cover work that is carried out in your home. Generally you would need to obtain Building Regualtions approval for
  • building an extension to your home
  • building a garage extension to your home
  • carrying out a loft conversion
  • making certain internal alterations within your home
  • installing or altering the position of a heating appliance
  • installing hot water storage
  • inserting cavity wall insulation
  • replacing doors and windows
  • fitting glazing in your existing and/or new conservatory
    Every installation will need to be certified as being installed and commissioned by a competent person. The competent person will need to provide a commissioning certificate for the work.
    The Govrnment has defined a competent person as
  • A CORGI registered installer for gas installations
  • An OFTEC registered technician for oil installations
  • A HETAS registered installer for solid fuel systems
  • Registered operatives who comply with Building Regulations G3 for hot water systems
  • A FENSA registered installer for glazing

    BUILDERS
    I heard recently of a case where a woman bought a bungalow for her mother so that she would be close by. The mother had had a fall and badly broken her leg and was in hospital and convalescent home for some weeks.

    Work needed to be done to the bungalow and so a number of builders were invited to quote for the work. They visited the property, were interviewed and submitted their quotes.

    The work included rewiring, replumbing, central heating, new en-suite shower, lavatory and wash hand basin, new bathroom suite, installing a number of handrails, removal of a couple of internal walls and building a conservatory. A mixture of tradesmen where to be involved.

    The work was to take two months to complete. This would leave 3-4 weeks before the mother was due to move in to have painting and decorating carried out and carpets laid and for the furniture to be moved in from the old house.

    The day the furniture arrived the builders had still not finished and until they did some of the decorating could not be completed and the carpets could not be fitted. The evening when the mother arrived the plumber was still working in the en-suite shower room and as he was leaving a check was made to see what had been done. To everyones disbelief the plumber was leaving without having fitted taps in the ensuite. He said they were not available and he was to collect them in a couple of days.
